I have recently decided that I want to get into computer art... I've always loved drawing and I'm relatively good at it. So, I want to try my hand at the digital side of it. However, I don't know which programs out there are good, or even what programs exist. I want something that is well-rounded, yet still based on drawing, or coloring. And maybe with the ability to make decent graphics...

Well, now I'm rambling. Anyway, please give me your suggestions. Thanks!

The first thing you want to do is buy a drawing tablet.

There is no 'best'. But there is a 'best for you'. It also depends on what you want to do. Different programs have different strengths and weaknesses. Try some, see which you get along with and which don't suit your needs.

A good free program is The Gimp - http://gimp-win.sourceforge.net/stable.html - you'll need to install the GTK+ runtime environment for your Windows version first though.

Well I've tried Jasc Animation Shop & I like it.. and I've heard rave reviews from Paint Shop Pro users. You can actually download a 30 day trial for Jasc here ..
