We are born with it but it doesn't really show up until the child reaches about 6 month of age. It's kinda funny to watch a 1 or 2 year old when they did something they know they weren't supposed to do.

I personally believe we are born with a conscience, albeit one that can be molded, for better or for worse. By the way, my definition of a conscience is an innate knowledge of right and wrong.

Born with it then nurtured by either Godly parents or neglected by ungodly parents.
Since Eve ate the fruit, then Adam, all mankind has known the difference between good and evil. Mentally challenged persons and babies remain innocent.
As we get to the age of accountability we learn better how to both obtain and maintain a good or clear conscience if we have the desire to hold ourselves to a high moral standard. Parents should teach their children when to say yes and when to say no so they have clear boundaries with God, family, friends, spouse, the law and themselves. A lack of proper boundaries means the gate is malfunctioning for letting good things in and keeping bad things out. This lack leads to broken fellowship in one or more areas and always affects us spiritually. All self-destructive behaviors fall into this category because something has happened that either the child was brain washed against what their inner voice was telling them was right and wrong (i.e. sexual molestation, neglect, etc.) or they chose to rebel against those boundaries of right and wrong unaware that proper moral boundaries are for their own good, protection and happiness.

We are born with the seed of sin within us. A child has to be told something is wrong. A conscience is something built within us. It takes a long time to build and a short time to destroy.

It's something we are born to acquire. How well a person acquires it is dependent upon how well the person grows.

we born with it, and I think everyone have conscience, but they use it differently, some use it more, some less.
