It probably depends on the individual. I have a friend who is very narcissistic. He admits openly that others suffering (unless he is friends with the person) usually doesn't sway him emotionally. He is, however, a very conservative Christian. He spends the vast majority of his time with church activities and pretty much allows his religion to dictate how he behaves toward others. The moral beliefs that he holds important are essentially what drives him. He even goes to a soup kitchen with his religious groups once a month to help out the needy - not necessarily because he gets self-satisfaction from helping others, but because he feels God appreciates what he is doing.

I, on the other hand, don't have many moral beliefs about things. I have an understanding of right and wrong, but also understand that there are many gray areas in ordeals. I usually use my conscience to dictate how I react to any given situation and how I feel. Luckily, I'm not like my friend. I usually get sappy at the idea of another suffering unjustly (and sometimes even justly). So, I feel moral beliefs helps someone like him, who would otherwise simply "not care," and conscience helps someone like me.

A conscience would be better suited to guide you on your path, whatever the situation may be. In the end though morals which are written in stone are much harder to break, than a conscience that weakens each time you press against it.

It depends on the individual. A christian's moral beliefs would have more control of them, when a A person believing in God but holds themselves to no religion would rely more on their conscience.
