A home router is not designed to speed up or slow down your connection to the ISP. Your router's basic function is to route between multiple devices, both wired and wireless. It can also provide firewall support.

Let's say that you have 4 computers and NICs and the router's ports are set at 100mbps. This means that the devices will talk between each other at a maximum of that speed. Note that this is internal. (The same goes for wireless, at the speeds of 11mbps, 54mbps, etc) All four computers will share the external connection speed of 384kbps. Of course, if the router is configured improperly, it will not just slow your speed, it will essentially kill all connections.

Routers neither speeds up, nor slows down your connection. Its the number of computers attached to the network and the load from those computer that matters.
