According to Dr. Sears and my baby ;-), they first enter REM sleep, or the active sleep stage. During this stage, you'll notice that they have irregular breathing, they smile a little, keep their limbs flexed, startle easily and maybe whimper. Usually after about 20 minutes you'll notice that their breathing becomes more regular, they'll seem more relaxed, the twitches stop and their limbs are relaxed and sort of limp. This is when they're in Non-REM sleep, or a deep sleep. This is when it is easiest to put them down in their crib. Be careful, though. Infants' sleep cycles are only about 50-60 minutes long so after they fall into NonREM sleep, they'll be back into REM sleep, about 50 minutes later so make sure that they're in the deep sleep when you put him/her down.

It takes longer for a baby to get into a deep sleep than it does us. Give it about 20 mins from the time you think he's dropped off. If his eyes are still moving or he is still moving his mouth like he is sucking, it's too early to put him down.

It's not a machine, its a child! Every child is going to be different. Put the baby down, and if the baby starts to cry, rock them some more!
