Hi. The pressure at the Earths surface is about 14.7 or so pounds per square inch. If you know the area of the half sphere then just apply a force slightly higher than the area times 14.7.

1) place the sphere in a vacuum and let it fall apart
2) make another hole to fill the vacuum
3) the magnitude of the force holding the halves together is finite...use a larger force to pull the halves apart
4) unevenly heat the sphere so that one side expands more than the other creating a gap at the seal
5) ...lots of other ways, just sit and brainstorm, or did you just want a "yes" or "no" answer? but I don't understand why you didn't just think it through instead of asking us.

Yes, you can split the hemispheres apart if you put enough force on them.
You're probably thinking about the Otto von Guericke demonstration (see link)
