yes I would say there is deeper meaning.

'the human heart has ever dreamed of a fairer world than the one it knows"

"ever" meaning always - at all times - so the human heart has always dreamed of this

"fairer" - meaning a pleasing appearance, free of favoritism or bias or hatred, free of injustice, equitable.

"dream" - To have a deep aspiration; a condition that is longed for

"dreamed of a fairer world" - meaning a deep desire for a more pleasing world - a more peaceful world, full of love, without injustice.

"than the one it knows" - indicating that the world the human heart has known is not as good as it could be.

"ever" old fashioned way to say forever . It means all humans at every point in history have dreamed of a fairer world and always will.

For the word "ever" you may substitute "always" - perhaps that will make the meaning a bit clearer.

It's a much more elegant way of phrasing the sentiment expressed by the proverb - "the grass is always greener on the other side of the fence."

People have always dreamed that if circumstances were a bit different, or "if this" or "if that" they would be happier. This is one reason so many marriages fail.

It's along the line of "a man's reach should exceed his grasp" meaning we should strive for perfection even though we'll never attain it.
