The Vancouver Grizzlies lost 23 games in a row in their expansion year, and the Denver Nuggets lost 23 in a row in 97-98. Those are the two longest single season streaks.
Cleveland lost 24 in a row spanning two seasons. 81--82 and 82-83.
So I guess there are two answers to your question depending on how you look at it. :)
