Target is carrying a line of products from a company called Boots. That's a drugstore in England, so it's basically a store brand and not all that expensive.

This is the nicest moisturizer I have ever used and I've tried all sorts of drugstore brands and department store ones too.
It's a little more than $10 but a bottle lasts for quite a while. The website says it's not available in stores, but go to your local Target to check, mine does carry it.
as for why, moisturizer helps to seal and protect your skin, and keep it from wrinkling. And putting it on before foundation makes the foundation go on more smoothly and look more natural.

I like Clinique Dramatically Different Moisture Lotion. It's a little pricey, but I've tried everything, & it seems to be what works best for my skin. I find that applying moisturizer prior to foundation helps the foundation go on smoother & gives it a more natural looking finish.

I have tried different moisturizers and the one i love most is from Khiels. ULTRA FACIAL MOISTURIZER SPF 15.
If you can get to the Khiels store (those that are not in the dept stores), you can ask for a sample. In their website, you can get 3 complimentary samples with a purchase. If so, get a lipgloss which is also good, and get the samples with it.
It's good to put some moisturizer if your face is dry so that the foundation just lays nice on your skin. Lhiels offer moisturizer for different skin types. (dry, dry to normal, normal, normal to oily). You have to know what skin type you are. If you are not sure, send me another email.
You dont need to put moisturizer on all parts of your face. Usually you have to put it on the face t-zone as this is where you will get a lot of dryness especially during winter days.
Lastly, every person's skin is different from one another. So, my advise to you is to try this moisturizer. If it does not work for a month, try a different one. Do not over-moisturize as this may cause break-outs.

My absolute favorite is Clean & Clear's Oil Free Dual Action Moisturizer (white bottle with a purple top, if you go looking for it). It's non-greasy, and has salicylic acid acne medicine in it. That's a plus for me, since it really does keep the pimples at bay.
It's important to moisturize because your foundation will look flakey if you don't.
Edit: I couldn't remember how much it cost at wal-mart, where I usually get it, so I looked online and found it at drugstore.com for $4.61; I believe that's about how much I usually pay for it, more or less.

I am a Mary Kay consultant and I would recommend either Velocity Mositurizer or Time Wise Moisturizer, depending on your age. The Velocity is normally used by people under 30. If you are interested you can let me know and I will be more than happy to assist you. :)

Moisturizer keeps your skin from drying out, which can be a problem particularly in cold winter weather.
Some good ones to try: Aveeno; Neutrogena; Clinique. Avon has many good ones.

Moisturiser before foundation is great to avoid your skin drying out and your makeup caking, but it also acts as a base for your foundation, helping it stay on and look flawless longer. As for good moisturisers, it really depends how much you have to spend, but the body shop moisturisers are quite nice, and most makeup houses have face primer products specially designed to hydrate and smooth the skin before foundation. Napoleon Perdis does a great one that I use, and check out cosmetic counters :)

this may sound nuts but eucerin cream/lotion is excellent there is no residue and noncomedogenic. The ointment is a little greasy but if you have really dry skin (I raise my hand) its great stuff. Foundations tend to dry the skin thats why some not all have to moisturize

Use garnier products or neutrogena. They're light, so it doesn't way your face down and they're made to be used as bases for make up!
