make sure the heaters have been bled. If air is trapped in them they wont get hot. Also turn the knob (if there is one) open.

Call the company that installed it. It should have been tested for heat in all rooms.
If your general contractor had the work done, he/she most likely 'jobbed' it out to a HVAC or Plumbing company. Call the general contractor.

you say that it is new- do you know who installed it? they should provide some type of warranty on the installation that they did. If not, most plumbing/ heating companies can take care of poor circulation problems in boiler systems.

a service tech for the type of system you have,look in yellow pgs under fuel or oil.or call the dist of the type fuel you use,where you get your fuel from,they usually have their own service men on call 24/7.
