Both can be a disorder when they come to dominate most/many of your thoughts/actions in your day. If you have to rearrange your day to accommodate your OCD or Perfectionism then it's a problem. Basically if it disrupts the way you live, then it's a problem. OCD is a diagnosable disorder perfectionism is not.
Perfectionsists like to do things right and perfectly- which can include making their bed perfectly.
OCD has two parts. First Obesssions. This means that they obsess over something. My brother has OCD and will could as me 20 times about this one time where this small thing happened and he wondered if he killed someone. Someone else could obsess over germs being somewhere. These thoughts are intrusive and overwhelming.
The second part is compulsions. One does these to alleviate the anxiety they feel due to their Obsessive thoughts. One could feel anxiety that there's germs everywhere so they wash their hands 100 tmes. My brother washed his hands sometimes like that.
The main question is when does something cross the line into a disorder. When it becomes a major part of your life and thought pattern and becomes troublesome to living a normal life- then it could be considered a problem

When you're a perfectionist you like things to be in order. Maybe you have to have your house spotless, you're never late for anything, etc. With OCD people have "rituals" they perform. They feel they have to do these rituals or bad things will happen. People with OCD will repeatedly check the locks, wash their hands, arrange the fringe on a carpet for hours, etc. knowing these things are irrational, but they can't help it.

Being a perfectionist is a personality trait.
OCD is a psychiatric disorder that causes people a lot of pain.....severe OCD includes things like compulsive hand washing, repetiton of mundane tasks, extreme fear of germs and other things. Don't confuse the two.

Obsessive Compulsive Disorder can describe thousands of behaviors, including undue attention to perfectionism. The drive to do things perfectly is a commendable trait until it takes over and forces you to start ignoring important things in life. Are family members or friends starting to suffer from neglect? Do you feel your health breaking down? Is your perfectionism causing you to miss deadlines? Are you really getting very little done with all of your efforts? These could all be warning signs, but only a properly trained professional can make the call.

It's a difference in where a 'Perfectionist" is conceded with ones-self on purpose ; knowing it, and OCD is what you just can't help- more of a serious, uncontrollable habit(s).

Oh my god, I have been waiting for this question. The difference is that people with OCD are in love with their "disorder". They love to talk about it and try to prove how compulsive they are. Its narcissism with a prescription.
