12 hours of heat and 12 hours of less heat.
i use a 100 watt basking bulb and uva/uvb bulb during the day,
and a 75 watt infarred light for the night. you shouldnt completly turn all the heat lamps off. i also put all three of those bulbs in a reptile bulb fixture from flukers, 3 switches and no plugs make it soooo nice.

Whether or not you can turn it off at night depends on the temperature in the room. If you can maintain a temp of around 70-75o, yes you can turn it off. If not, you'll still need some form of heat.
The ideal is to give them a heat gradient, both day and night, so they can move to the temp they prefer. A heat lamp with a red bulb (not visible to the lizard) or a ceramic heat emitter is best - don't use a bulb that produces white light - the lizard needs a photoperiod (daytime and nighttime)! http://www.wnyherp.org/care-sheets/lizards/bearded-dragon.php

You should have two lights a flourescent light which mimics natural sunlight for the dragon and this should be on during the day and turned off at night. your heat lamp should never be turned completely off unless you have another heat source. The heat lamp should be turned down at night not turned off, you should have the heat lamp hooked up to a dimmer. This will allow you to dim the lamp to get the appropriate heat.

Temperatures
Day - Maintain a daytime temperature between 75-85º F
Basking - Use a basking spot lamp to create a basking area of 100-120º F
Night - Maintain a nighttime temperature between 65-75º F (use a ceramic heat emitter if necessary)
Place a thermometer at each end of the home to monitor temperatures

You want to simulate night and day. Bearded Dragons live in a climate that is very warm so you have to have heat in the day time with plenty of UV light and night warm but not as warm as the day. I use a heating pad under my tank at one end and use a night heat lamp at night.

Night time temperature should be 10 degrees F cooler. (5.5 C cooler). This lowers the metabolic rate and simulates natural conditions.
If you don't, the reptiles don't thrive quite as well. It's like us trying to get to sleep if we are too hot I imagine...or being that heat=metabolic rate in reptiles. Going to sleep after drinking a cup of coffee...which I can do no problem, but my lizards weren't in the navy (far as I know)

I keep my light on 12 hours a day. You dont have to keep it on at night if the temps dont drop below 65 degrees in your house.

They are cold blooded, their only source of heat comes from the light, yes leave it on unless your vet says otherwise.
