Waco is very nice. A major university (Baylor), great weather (hot July & Aug.), friendly people. The city's image was tarnished from the Branch Davidian incident. The Branch Davidians we're a small group that kept to themselves and their beliefs outside of the city limits. I live in Dallas and always make a stop at Buzzard Billy's on the way to San Antonio. I wouldn't consider it a travel destination, but a decent sized city, offering what you'd expect for it's size, with a smaller town charm.

Depends upon your needs. Waco is pleasant but the population is mainly retired people. There is very little traffic congestion but a ton of pokey drivers.
There is not much of a night life. Only a few bars/clubs. Ok shopping.
The cost of living is pretty low here but the pay scales are low as well.
