Neither, it's dangerous, and unclean. There are signs posted everywhere that say, "No shoes, no shirt, no service." It's a good thing

A woman I think...I did read the other peoples answers
but I don't think you were looking for a cleanliness lesson..
I would think people accept barefootedness as innocence in the days of yore She expresses gaiety and youth, skipping and happy in the sunshine...Gushy...yeah. but I am sticking with it .
as opposed to a possible poor man who will not marry money like the young barefoot innocent.

No, and a lot of stores wont let you in barefooted. They don't want to be responsible for you if you cut your foot on glass or something.

Saw a women in a Chinese restaurant, barefoot, she was getting take out. She came in and ordered, took her foot got her money out, paid for her food, put her change back in her wallet, picked up her order with her teeth, went out the door, opened her car door, got in, started her car with her foot, and drove off, with her foot on the steering wheel.
She had no arms.

Neither should! Most stores don't allow it and doing it is dangerous. Didn't Britney Spears step on a hypodermic needle?
