There could be a number of reason's he's doing this. He could be excited, if he is a stud- he may smell a mare(even if you don't have one- someone near you can and studs can smell a mare in heat up to 2 miles away if the wind is blowing right), your horse could be agitated by something, could have something stuck in his mouth, may have an ear infection, nasal infection, trouble breathing, could be playing, could be flies bothering him, he may have ear mites, could have a guttural pouch infection, could have eye disorder, teeth pain, and in some cases could be seizures.
What ever the case you should have your vet check on your horse. There is a head shaking syndrome found in horses, and if your horse has this it can persist and become hard for you to control.

Any number of reasons but there is too little information to tell you the reason your specific horse is doing this. If he is doing this while walking, he has an injury or a soreness in one of his legs. If he is doing it while standing still and breaks his grazing for it, he could be irritated by fire ants, flies or gnats.

When horses walk their heads bob. Mostly 'cause of the bumps or small hills on the ground! ;)

he could be chewing- either exaggerating it or faking it (as playing). Make sure that his teeth are checked- they tend to bob their head a lot if they need their teeth floated.
Also- if he is walking- it is natural for them to do it, as long as it is not exaggerated (then he is probably lame)

It is not photic head shaking, they do this when a fly lands on their head and bothers them or when just being playful. nothing to worry about, you can have a vet check her out if you are that worried about it though.

Does it look like he's laughing or nodding? Thats him streching and enjoying himself. If he does it while he steps it's probably laminitis. If it's while he steps take a look at his foot. If it feels hot or swollen or if it's tender, call the vet
