Just left click and hold on top the bar (the plain part) and drag to wherever u want!

Left click and hold on a clear spot on the bar and drag it to the bottom.

first unlock the taskbar.right click on the bar and click on "Lock Taskbar".a check means it is locked no check means it is unlocked .Remove the check and put the mouse on the bar..left click hold the mouse button down and drag the bar down to the bottom
