What is a name of a store in Illinois, that will resize my dress for under 20 dollars?

I had purchased a dress that's too large and it looks great if i clip it in the back. Who can fix that and make it look professional? (Also, there's a zipper, will that effect anything?)

You arent even gonna find a cab that will take you to the store for under $20.. sheesh...

(and unlike moste of my male counterparts.. I can sew.. and own a semi computierized Brother sewing machine & a 4 spool Singer Serger.. I used to own 16 sewing machines but i moved and 2 was all i could realistically have shipped) $20??? I dont get out of bed for $20..
