The question is hopelessly vague. Are you looking for PHP 4 or PHP 5 hosting? On Linux or FreeBSD? Which version of MySQL do you want? Do you need PHP configured as an Apache module or FastCGI executable?

When you consider all of the above, you must conclude that the best development environment is your own computer; you can create whatever system environment you want...

I'd recommend powweb.com but I'm sure there are a ton of others to check out. Powweb offers access to php and mysql servers for a very low cost. Now, if you're looking to alter the php installation and stuff like that, powweb.com doesn't offer that ability, but if you just want to make some php apps and play around, try them out. tell them thekush.com sent ya.
