You leave out too many details to give an informed opinion.
Like, are you a minor, and it is your parents setting the limits?
if so, how many people in the family have to share use of the computer?
I would say that 1-2 hours of OFFLINE use for homework ... monitored ... and 1 hour of internet time, also monitored, a day would be good usage ... less if there are several kids in the family and/or parents need the computer for work.
If you are an adult ... well, who is limiting your computer use?

It's fair. Because when on the Computer too long it wrecks you up! Your eyes can get ruined. Your muscles can get cramped! Every hour stretch for 5 minutes. Close your eyes for 1 minutes. Go run around like a crazy chicken! LOL.

1 hour is fair unless your working on schoolwork but exercise is much more important atleast 3 hours a day

for recreation yes its okay. Make sure you get unlimited for assignments though. It does kill your social life so get comfortable talking over the phone.
