Why Russia and China are quite about Iraq war?Are they feeling happy that American influence is decreasing.?

They look at Iraq as just another Vietnam War that will eventually suck the life out of the US and that only helps them in their quest to become Superpowers.

Lets see who opposed the war in the UN? You guessed it Russia and China. Lets look at why Russia had several contracts for billions to develop oil fields in Iraq (actually deals made with the now deceased Saddam). Iraq was getting cuddly with China as far as sending oil in one direction or another.
Overall oil is pretty simple stuff just read the news to see who gets the contracts and their government follows politically.
Anyone notice that now that Venezuela is going to send their oil to China we now have a president that wants to decrease oil consumption by 20% exactly the percentage that venezuela contributes and it follows the same time line.

More likely that they are quiet because the less attention we pay to them, the more they can implode under the ridiculous weight of communism without us laughing at them.

i bet they are feeling happy because once their influence goes down.. probably China will discontinue their "buisness" with USA... because they know that American get their products from china for a cheap price using child labor..... and so yeh i think they are quite happy... besides.. with wat our president is doin rite now, everybody will think this is country is a JOKE!
