You might look at stirling college in VT, Empire college in NY and Evergreen College in OR

Without a high school GPA you won't be able to go to a state university unless you make an extremely high SAT or ACT score. In that case you will have to complete at least 12 credit hours at a community college first and then transfer to a university.

SOme community colleges don't require GPAs just a highschool transcript.
