Two main parts, the Security Council and the General Assembly. Look them up.
Basically, its a mess because the big countries dont want to listen to all the other countries (that's the General Assembly), but if they didn't at least pretend to listen, it wouldn't be much of a United Nations, would it? So the Security Council (big countries, mostly) gets to veto what every other country already decided.
That's an oversimplification, but, I mean, liberals would like to reform the UN. Problem is, conservatives would like to destroy the UN, and whenever reform comes up, other countries are scared that our conservatives will take over the conversation and dissolve the UN. But it will have to be reformed at some point.

By committee. In other words it isnt. The 5 or 6 richest countries in the world tell them what to do and they discuss it for 15 years and decide if it is a UN problem. Then they set up commissions to study the possible plans of solving the problem ( another 15 years ) and by the time the plan is agreed on the problem has been fixed or it has become redundant.

The UN is not a country or a state, it is an international agency. It is not governed, but run by the secretariat, just like a state or private agency. It's a little more complicated, but you can get all your info at the UN website and several other places.

There are two parts the Security council (UNSC) and the General Assembly (UNGA). The UNSC has five permanent members (US, UK, France, China, Russia) and ten rotating members. The most corrupt countries get the most power in the UNGA.
