Volume * density = mass
mass / molar mass = mole

In your example
0.3 L * 1kg/L = 0.3 kg = 300 g
300 g / 18g/mole = 16.7 moles

Convert the liters into milliters. Assume density of water is 1 g/mL (meaning mL of water = g of water).

Then divide the grams by the molar mass of water to get the magical mole!
