"Assault in the 4th degree: the person intentionally, knowingly or recklessly causes physical injury to another; or causes physical injury through the negligent use of a deadly weapon. Class A misdemeanor unless the person has been previously convicted of assaulting the same victim or a child witnesses the assault, in which case it becomes a Class C felony.
Assault in the 4th degree is a very common charge in cases of domestic violence. Usually, assaults in the 1st-3rd degrees, which are felonies, involve more serious physical injuries (those that involve substantial risk of death, disfigurement, and loss of function), or physical injuries through the reckless or intentional use of a deadly or dangerous weapon."
"Risk Level 3 offenders pose a potential high risk to the community and are a threat to re-offend if provided the opportunity. Most have prior sex crime convictions as well as other criminal convictions. Their lifestyles and choices place them in this classification. Some have predatory characteristics and may seek out victims. Generally they have refused or failed to complete approved treatment programs. They usually have one or more victims. They may not know their victim(s). The crime may show a manifest cruelty to the victim(s) and these offenders usually deny or minimize the crime. These offenders commonly have clear indications of a personality disorder. Approximately 7% of the classified registered sex and kidnapping offenders in Whatcom County are classified as Level 3 offenders. "

Hire a private investigator. In my area, you could have a private invesitgator run a background check on someone for between $50 and $75, and it would only take them about ten minutes to come up with the answer.
Sexual Assault 4th degree could amount to him touching another person in the groin or thigh area, or on the breast, or touching the clothing covering one of those areas.
Having to register as a sex offender also has different degrees...I would want to know if he only had to register during the term of his probation or parole, or is he required to register for the rest of his life....that is a LOT more serious!!
I guess that I would give him the opportunity to explain himself before I made a decision.

ANY sexual assault is wrong and very bad. Come on, it's having sex with someone against their will; or sex with a minor.
If he has to register as a sex offender I wouldn't blame your husband for refusing to meet him.

There is a huge span that encompasses "sexual offense". It could be something as (relatively) minor as urinating in public and unwittingly having someone see you. I believe that fourth-degree sexual assault involves unwanted touching.
While I'm unsure as how to go about finding exactly what your half-brother was convicted of, I wouldn't let it stop you from meeting him if your heart's set on it. Forgiveness should be in all of our hearts, for our family members more than anyone.

Don't dismiss the possibility that this conviction could have been a plea bargain, so brace yourself for something worse than what has been described in previous posts.
When I was released from juvenile detention for a sex offense, my family's support was very important to me. I believe that a sex offender needs a strong support system to help him/her change his/her life. There are a couple of people in my family who have turned away from me as well, and it hurts. I understand and respect their decision, however. Good luck in whatever you decide.

2nd or 4th degree : Both of these crimes involve sexual contact. The contact must be accompanied by any one of a number of aggravating factors. Contact includes touching the groin, genital area, inner thigh, buttocks or breast or the clothing covering these parts.

You can always pull up information on registered sex offenders because they have to register. But be careful with whatever you do so that you don't endanger you and your household.
