Like you just asked, it depedsn on how well you can tolerate it. If you go outside and it feels cold to you and you see the temprature reads 48, then that's cold to you. However, if you're used to colder temps, then 48 this time of year is like a heatwave.

it Depends Who You U Are 48 Degrees Is In The Middle It Is Not Cold Enough To Freeze Water Or Cause Snow But It Just Depends Who You Are

It actually depends on what weather condition you are use to. If you talk to Floridian about how 51 and 45 degrees feel, they will say its really cold. If you tell a northern that, they will say thats warm. Its good to just buddle up for the worst

If it's too cold when you step outside, put on more clothes. People live and work in temperatures much colder than that -- you just need the right clothes.

it's not that cold, but not that warm...if you consider inside your house is probably between 65-75 during the winter, then decide...if you go outside and you're cold, then put more clothes on.
