very common problem with GM trucks , I see it all the time at our dealership, your problem is the fuel level sensor. unfortunately it's attached to your fuel pump module inside the tank .
The tank must be lowered , fuel pump module has to be removed and sensor replaced.
to this day, GM still has problems with the fuel level sensors.

sounds like you have a problem in the fuel tank, The pump/module assembly sets in a baffled area. If a baffle broke the reading will be very erratic. You will probably need to have the tank removed to check the module & look inside the tank. If the module is O.K. you will probable need to replace the tank. Sorry
