You would have better results to have a security system installed at your moms house, and get her some mace, or pepper spray. Another cool trick is get some large work boots, big, and used, and leave them by the door of the house. It works wonders.

I don't think there is anything you can do, actually. Short of moving your mother, that is. Regardless of his degree of sexual offense, he has a right to live within designated zones. Perhaps you could make sure that this "high risk offense" is really such a drastic offense, instead of a disgruntled romantic other? I know that there are many serious offenders out there, but there is a slim chance that this person could have been wrongly accused. You can take safety measures to ensure your mother's safety, if you wish, like keeping someone with her at all times or having an emergency plan in case something comes up.
In Canada, they sell a good product that works as an excellent deterrent sold was "bear spray". There are some similar things in the United States. Perhaps you could talk to this person in a non-offensive way? I don't mean threatening or warning them, and you probably should not contact them at all, as they might be highly offended. Basically, if it's within their rights to live there, "running them out of the neighborhood" would be an unlawful act.

If you "run this guy out of that neighborhood," aren't you putting in jeopardy the very right to go online and find out about this guy in the first place?
Also, a side note, sex offenders don't fit neatly into any socio-economic categories. They live in all types of neighborhoods and come from all walks of life.

Well, did he do his time?
If yes, then you can't report him.
You could but nothings gonna happen.
Until he does something, there's nothing you could do.
I know how you feel but that's the law/rule.
You can tell everybody in that neighbor hood who he is and where he lives. That could probably make the sex offender move out of there. You can be sued for that though. Or your mom could just move to some place else.

If you don anything, it will be bad for you. You cant do anything. Sorry I know its hard to learn who your neighbors are, but I am sure he is not the only one. There is a website, where you can learn how many live in your area. Just punch in your zip code, and it will give you names, address sometimes, and the offense.

Report him to the police in case he's not known by the police, and have your mom do a restraining order. You could get in trouble if yo unlawfully hassle him so be careful.
