Because a lot of people don't notice it, and they feel better if they think they're paying almost a whole cent more than they really are.

Consider there are people who will drive a long way, miles, even, out of their way to save a couple cents a gallon...ESPECIALLY since prices have gone up (when it makes even LESS sense to do so). As idiotic as it seems, in that context, it matters.

Its a marketing tatic. When you see that last nine, you drop it. So when they say 2.099, you read it as 2.09 a gallon. But it is actually closer to 2.10 a gallon. So, when filling up and you put exactly 10 gallons you pay 20.99. But, if that meter clicks over just enough, you are paying 21.00. Its only a penny difference, but those pennies will add up.


Same reason most prices end in 9 in grocery stores.
