Home Depot sells cover boxes that screw onto the outlet and they gaurd the thing. They are a pain. But if the thing is not being
plugged and unplugged a lot it prevents the child from even touching the plug. They are like plastic boxes and openings for the cords.

there is an easy solution, Lowes carrys a wall plate, looks just like a regular electrical plate but the holes are coverd, it works like this, the holes are coverd till you rotate the cover, the holes will not open for instance for a paper clip or nail or such, You must rotate it with the male end of the power cord to make it work, so a child can't open it. pretty cool huh? check the link below, it will take you right to it.

the plastic plugs only work for a while -- kids figure them out.
they now make plug covers with the plug holes covered. the cover is on a spring or hinge and it takes adult strength to slide it out of the way and allow you to plug in appliance. when you unplug, the cover slides back over the holes.
