Italy is ruled by a President with a Parliament (similar to the US Congress).

Of course it is done the Italian way. Just this month the President's wife published a letter in the newspaper demanding that he apologize for the flirting he has done with women. He wrote an apology in another newspaper, but it seems that public opinion is on his side and that they think his wife should not have brought the issue out in public.

A few years ago an Italian Porn Starlet ran for and was elected to the Parliament.

To make matters worse Italy is well know for the number of labor strikes. When I was there, in the 1980s for a one week tour, there was a garbage workers strike in Naples, and a museum strike in Florence. Our guide said that there was on average a strike every week.

"Presidente del Consiglio" (dei Ministri) is Italian Prime Minister; "Presidente della Repubblica" is elected by Camera dei Deputati and Senato (Italy's a bicameral republic) put together for voting; Presidente della Repubblica main purpose is to act as underwriter for all political activities and decisions, but should not interfere with parliament activities: he must guarantee all's done the right way. Presidente del Consiglio is the real leader of Italian government; but all laws must be "signed" by Presidente della Repubblica and he may refuse to do asking Camera dei Deputati and Senato make changes if he think it's necessary.
Current Presidente della Repubblica is Giorgio Napolitano, while Prime Minister is Romano Prodi; Silvio Berlusconi was Presidente del Consiglio before Prodi, and *he* had that issue with his wife, this week :)
