they would look at each other for along time then their head would get closer and the head would look like its vibrating at each other WHAT IS GOING ON? should i be worried???!?!!?! and one would get on top of the other and just hang on its funny but i dont think they are old enough to mate because they are still young and i cant tell if its a boy or a girl yet WHAT SHOULD I DO they get along fine and they sleep next to each other ....

Its a mating thing. The male will go up to the female and "tickle" her chin with his claws. It looks like they are trying to arm wrestle. Ours are only 9 mo old and its instinct. They arent old enough but it is mating season. Our female isnt having it b/c there isnt a place to lay eggs so she just ignores him. We did have 2 males at one time who did this to each other. All animals exibit traits of homosexuality. Its just being part of a mates pair. I had 2 male doves that would bowcoo to each other and then try to mount each other. Its just what they know to do. If you dont have sand for them to lay in, then they will not mate. The female has to accept the male. If its both doing it, they are just doing their instinctual dance and its nothing to worry about. If you have real concerns, you can search the web and find some great information.

This is a mating behavior, and while it is too early, they are known to practice it.
One concern is that they may be too crowded. I saw the photos you posted but could not see the turtles or how big the tank is. The rule of thumb is about 10 gallons of water per inch of turtle length. Among other benefits, it minimizes aggressions.
Your 2 2"ers would therefore need about 40 gallons of swimming space, or about 60 gallon tank mostly filled.
A lot of us use big Rubbermaid-type tubs to do this when they start to get big on us.
ADDED 2-4-07: Territoriality has nothing to do with being siblings or being raised together and everything to do with their physical size and how much space they have as they get bigger.

Probably just working out dominance stuff. A lot of reptiles will stack to determine who's "on top", turtles, bearded dragons, iguanas.......
Might want to contact a reputable breeder or a -GOOD- reptile pet store and get a second opinion though because it might help to know what kind of turtles they are.

They're fine until they start biting on each other. You have a brother or sister? We all go back and forth trying to be the one in charge, it never ends. ;)

hmm, sounds like mating to me. try to just call the vet and ask them if this is true. 2 inches does sound young though. it doesnt sound like anything bad. maybe their instincts to mate might be kicking in, but nothing too much is happening, if you know what i mean.

Head bobbing is "threatening" behavior.
In mating behavior, the male will float in front of the female and rapidly fan and flick his long toenails at her. (The males have very long nails on their front feet; that's one way to tell them from females.)
