although President Bush is the 43rd President

Grover Cleveland was elected twice nonconsecutively.

He held office as the 22nd and 24th President.

Tricky Question, huh. GWB is #43, but ... and here's the rub
Grover Cleveland was elected two separate times, so it would be 42 people. BUT with that count, we aren't counting all the people who were president under the Articles of Confederation, just the ones under the current Constitutiion.

So, when should I start counting ... with the Articles of Confederation, or with the Constitution.

Going and counting, there are 42 people to have served as U.S. President. (43 if you want to count Henry Knox, who served a brief stint as President when the congressmen fled Philadelphia to escape Yellow Fever, and Philadelphia was the capital of the U.S> at that time.
