Yes. Children are very sensitive and atuned to their surrounding. Their capacity and abililty to absorb consciousness is at a higher frequency than adults because their intuitive senses are far stronger than ours. They may not understand what they are seeing, but they will know that it is not 'normal'.
With adults, you will find that if they do see ghosts, they tend to be very sensitive and intuitive people as oppose to logic-driven ones. In a spiritual sense, it is said that sensitivity and intuitive consciousness opens portals to the spirit world.
This is what I think, anyway. Sometimes, logic can't just explain certain phenomenon in life. Only your senses can.
Whether you believe in ghosts or not, it is difficult to simply dismiss their existence when there has been enough stories and cases around regarding 'spirits' experiences.
In the very least, they make perfect scary antagonists in films!

You know, children are highly impressionable and susceptible to suggestion. If they are taught that these things exist and are normal, then when they hear the normal creakings of a house at night, or see shadows on a wall caused by a car's headlights passing on a tree outside, then their imaginations can run rampant and they can say they saw something like a ghost.
I personally don't believe in ghosts, but as a Christian, I do believe in angels and demons. I believe there are spiritual battles going on daily. I also believe that children, being innocent souls, may be more apt to see something that is going on when spiritual forces are at work. I don't deny it could happen, but I don't credit it to ghosts, but rather to demons and/or angels. One note however, angels are good and should not invoke fear. If a child screams out in terror, chances are any "encounter" he/she experienced was demonic in nature. This is my purely speculative opinion of course. One more thing: my son would frequently say he saw things when he was younger. A parent who believes in ghosts could get caught up in that and claim the child saw a ghost. My son also suffered from night terrors, which is a common occurrence among children. During a night terror, a child is awake, but asleep at the same time. They can see and walk and talk, but their brain is not fully awake. Their perceptions of reality are grossly distorted and they may see or hear things that are not there. A theologian could answer this question more accurately.

Most definitely. Usually small children and animals. My little sister saw and reached out for a dear friend of the family after he had passed, for three consecutive nights at exactly the same time. And my mom's toddler neighbor continued to see spirits within my mom's house that was later confirmed and described by another child. My two year-old cousin woke up in the middle of the night and said good-bye to her grandfather the night after he died.
Pay attention to small babies. Quite often they'll look to a certain direction (usually up) and suddenly smile and coo.

Children have no inhibitions. Everyone has the ability to see spirits but in most cases our receptors are out or tune or turned off.

I believe it is true. I worked with a woman who for years thought her house was haunted, things moved stuff like that. After going on for literally a decade, one day she noticed her two year old granddaughter looking up at something in the hallway and talking. When she asked her what she was doing, she said "talking to man, mama" .......... to me that is real proof.

I honestly believe that it is true.
Afterall, children do have bigger imaginations, but half of the time at the ages that they say they see them, they wouldn't understand what ghosts are to begin with.
It makes you wonder what really IS amongst us..

Some do. But that's because of their belief. We all had belief like that before we started "figuring things out logically". When"logic" enters in, true belief goes out. Pity.
