If all else fails try to enlist the neighbourhood kids to do a mural, Something they will be proud of.
Once these Kids have participated in the project you can be rest assured they will not allow the vandalism to continue or at the very least they will have the culprits identified quicker than you or I could.

One of the leading causes for urban vandalism, trash and dumping is NON-ACTION. In otherwords, if someone throws trash on the street, and no one picks it up, soon, more and more people will throw trash on the street.
If grafitti is left unattended, more and more will appear. You get the idea, so your continued efforts of cleaning up your neighborhood is extremely critical to ending the vandalism - eventually. You need others to understand this concept and to get them to chip in on the effort.
Anti-grafitti paint is interesting, but that just means it's easier for YOU to clean. What you want is prevention. Aside from painting over grafitti, you might try the same things that make prowlers and burglars less attracted to the area:
Good lighting, thorny shrubs, increased police presence, etc. I came up with this invention with parts available at any Home Depot:
A motion-activated sprinkler head - if someone walks in front of the motion detector, a high-volume impact landscape sprinkler is activated and this is pointed directly at the wall - the toughest gang-banger in the world WILL NOT STAND TO GET WET while trying to tag a wall!! I guarantee it!

There are graffiti resistant paints. They're expensive, but they help. If you can't do that, then just keep painting over it. If it's a tough neighborhood, you've got an uphill battle, but if you're in a suburban neighborhood with just a few punks, the police can help. If their parents are unwilling to stop their children, a threatening letter from your lawyer will make them realize that beating their children is cheaper then paying your painter $50/hr to clean up their kids mess.

Buy a lot of white paint and cheap brushes, then recruit some local painters to go out and cover up the graffiti once a week.
