I'm trying to figure out how to do the skirt on a dress like this:

I went to my local sewing temple and the ladies there could not even come up with a name for it. It looks fairly simple, but I'm wondering exactly how it's done. And, searching the web using the term "pucker" doesn't come up with very decent results.

This is also the same type of skirt, on an older model:

Any suggestions?

Do a basic basting stitch near waist and pull thread so fabric gathers. Then kinda make the puckers even around, like you do with drapes on your windows. Then finish waist with elastic or however you want to do it. Finally remove string from original basting stitch. Good luck.

From what I can see, puckering is like gathering used to be. A lot of articles seem to discuss puckered seams ... seams that have little gathers in them from incorrect tension, etc.
