Just make him something from the heart... write him a love note, make him a memory book, make him a card... I'm either going to make my boyfriend a giant heart cookie or a boque of heart cookies... you don't have to buy him things to express your love to him (not to say that there is something wrong with buying things for your boyfriend becase you absoluting can)... just be sweet and simple... besides he will most likely like anything you give him because it's YOU (the one he loves) giving him a present

I hope you and your boyfriend are 'making love' instead of merely having sex. "making love' is just another language for expressing love, shouldn't be really lust. The easiest way to differentiate is whether he treats your satisfaction more important than his very own.
We can't think of good presents all the time unless we by chance get to find out something he yearn for very much but haven't buy. If you think of buying your boyfriend a dinner, that won't make him happy either as male egos are pretty common. Let him pay for the dinner, actively suggest the location as most guys can't make up their mind on where to go, preferably somewhere u went during the courtship. Make it a good atmosphere by talking about the past on how both of you got to know each other, and the funny cute things that happens.
Perhaps, an inexpensive gift would be a wallet with both your picture laminated within, so that whenever he pays, he remembers this dinner.

To be straight with you, sex on Valentine's day isn't any better than sex on any other day. If you two haven't gone that far yet, don't do it on Valentine's day. It just sends odd signals that may be more negative than positive.
Seriously though, heart-shaped cookies are sweet. A special gift with a USE that states your love for him would really make him understand your love for him. Guys like things they can either use over and over, or things they can eat. Something that you put your time into just for him that he'll be able to keep or eat would be the best idea.

Valentine's Day is supposed to be a celebration of an emotional connection between two people. Rent a movie, snuggle up on the couch and just be. Don't worry so much about sex, but don't send mixed signals either. He loves you, he'll understand. V-Day is not about just one person, its about both of you. Good luck.

Funny but TRUE story.
A VERY well known actress once wanted to give her (at that time) boyfriend the "gift" you mentioned in your question. She decided to "wrap" the present by dying her pubic hair red, and shaving it in the shape of a heart. The red dye job looked dull, so she thought it would look better if she bleached the hair first, and then re-dye it red. The caustic chemicals burned her in that "sensitive " area, and it took several weeks for it to heal. The boyfriend didn't "get" his gift for several months later. TRUE story!

The best thing I ever did for a boyfriend at adult age was make him a homemade valentine, I got out some glue and construction paper, glitter, the whole nine yards, it was so much fun to make and it came straight from my heart, he loved it so much, no lie, he asked me to marry him!
