yes. You can pick it up at the airport- the new terminal has some booths available inside for setting up/renting phones/prepaid cards or at the specific stores of cell service providers in every major city. Bring your passport, and it probably wont hurt to have a credit card with you.

No such thing as a disposable phone in Taiwan or anywhere else.

Prepaid, sure... You can get them almost in any block in Taipei.

You can get prepaid cards in Taiwan, but I haven't seen disposable phones. The issue is you need to have an alien resident card to purchase, otherwise a local will need to purchase on your behalf.
