It is white because it is made up of ice crystals. These crystals refract the light like tiny lenses and since they scatter all the wavelengths it appears white. The reason no two snowflakes are alike involve crystal growth and the number of shapes it can take which are in the billions. It also involves the mathematics of fractals which is another subject altogether. But, theoretically, it is possible for two snowflakes to look alike - it's just a one in several billion chance!
