That is actually a very deep question that hits nerves of many dark skinned African Americans (black Americans). But if we are to live in a world of equality not just trying to politically correct she should have the right to be considered African, or African American. Just as any child of any ethnicity should have the right to be considered American if they were born and raised in any of our American states. No ethnicity in America is more qualified than another not even Native Americans to be considered an America. People of multicolor are born and raised on every continent on this earth. Individuals should have the right to be distinguished how they perceive their selves from others and judged by their contributions to humankind.

Yeah that's why I've recently heard people saying Blacks should stop saying African American because a White African could put that and receive the same benefits as minorities.
