Many believe so, because he has the power of ordering a nuclear attack on any location on earth. The USA still appears to have the largest nuclear arsonal of any nation.
However, Bush could be undermining his own power with his own actions. The Iraq War, run by Rumsfeld and the Executive Office rather than relying on the generals, has basically stretched our military to the breaking point. Military might is one of the facets of a power nation and a power leader. Another thing Bush has done is to refuse to work with the international community--his diplomatic faux pas have lost the US much respect and prestige in the world. Part of power is the ability to find allies to help a nation achieve its aims. The fact that his father, GHW Bush, was able to forge a coalition of nations that basically paid for Gulf War I shows that diplomacy also can be translated into power. Finally, to be a powerful leader, the nation must be economically secure. The outsourcing of more and more jobs, the movement of petro money from dollars to euros shows a basic economic weakness in the USA.
Bush's place as the most powerful man in the world is slipping, and for the most part he has only himself to blame.
