What does it mean when.........?

Question

When you call somebody and it keeps ringing, but doesen't go to voicemail?
But other times, when you call that same person, it does go to voicemail?
What does this mean?

For landlines, it could be because the other person has a call waiting feature, and is on the other line. In those cases, the voicemail (answering machine?) won't pick up.

Another reason could be that the phone hooked up to the answering machine is unplugged.

Mabie they hung up before the machine.
