There were NO military units holding the presidential palace because President Dương Văn Minh (the last president of South Vietnam) surrendered before the NVA got there.

There wasn't much left of ARVN (South Vietnamese Army) after their defeat at Xuan Loc on April 20th, 1975. All that was left who didn't disperse to leave the country fell back into pocket resistance forces in and around Saigon.

President Minh announced surrender at 10:30 AM on April 30th, 1975 and asked the remaining South Vietnamese forces to immediately cease hostilities in hopes for an orderly transfer of power to the NVA and to stop any further bloodshed. The NVA discarded Minh's request, advanced on the Presidential Palace, arrested Minh and raised the NLF flag unopposed.

Also, correcting a previous answer, Da Nang fell to the NVA over a month earlier. There was no significant military acitivity, if any, in Da Nang during the fall of Saigon.

No. There were ARVN units still engaging and defeating NVA units near Da Nang and elsewhere, even after Saigon fell.
