Mostly any European country is very open about sex. Germany now makes professional prostitutes pay taxes. France has sex shops lined up in the streets with advertisements in the windows. Also, since there is a ratio of 4 women to 1 man, there is a lot of competition among the women for the men. Women generally put out more in Europe than in the US. However, I would suggest Germany for a very openly sexual society. Japan can be, but they know where their priorities lie.
