"page cannot be displayed" I dont understand all the steps and terminology to get this page to go away- so I can access the internet

You can't. It means the page is now able to be accessed by you or anyone. It can mean that it's block, is old, or is not available to you.

Some spy ware set this page as your Home page for fun.
Try Tools > Internet Options and change the Home page to an actual site.

Check your internet if it is hooked up properly... This page usually shows up if there is no connection!!
