These bumps itch from time to time and when I asked my doctor about it during a pap smear, she said that they were caused by rubbing and that they would go away with a warm compress. I really don't have time to hold a hot rag down there, so I am looking for something topical and safe that I could put down there to speed healing. Any suggestions?

Goes on like a lotion, yet leaves skin soft and smooth like a baby.

Go to your local beauty store (Pure Beauty carries this product) and ask for a bottle of Tend Skin. (Blue bottle, gold cap). Dab it on the area after shaving or a few times a week. It helps loosen up the pores and prevents ingrown hairs and stuff.
Neosporin also works, but is sticky and greasy.

Also, try wearing looser clothes in this area - if your jeans or underwear are too tight or constricting, they will rub and form these bumps.

There are many products you can use to prevent the irritation of shaving or waxing. You can buy products from Bikini Zone. You can buy Tend Skin lotion. Hydrocortisone cream is the lest expensive, but it does wonders too.

after shaving down there, using white-stick deoderant on the shaved areas will prevent shaving bumps, idk why though. as for what you seem to have, it might just be a mild dermititus, try a 5% anti-cortizone cream on any irritated spots and a benedryll. also, try wearing some looser pants or underwear, to reduce friction. i know it can be painful.
