If the Galaxy is always expanding then what are we expanding into?

The Universe is expanding and its not expanding into anything. "The Universe" is an all inclusive term. It encompasses everything, so to say that it is expanding into something would be to imply that there is something outside of the Universe, and there isn't. Read this article. It will explain it better for you.

First of all, the Galaxy is not expanding, it is the universe that is theoretically expanding. The Milky Way is a constant swirling grouping of stars, shaped as a swirl due to the uniformity of gravity.

The expansion of the universe is also simply a theory based on the red shifts, which are the patterns of the type of visible emitted from certain stars. Every certain number of years, scientists will measure the same stars, and the patterns will shift more towards the frequency of the red color on their visible spectrum measuring instruments. In theory, the universe will be shrinking back to one single point that the Big Bang took place. If the universe is shrinking scientists will see Blue Shifts, in which the light pattern will be shifting to the left, the frequency of blue light

Just remember that you're standing on a planet that's evolving
And revolving at nine hundred miles an hour,
That's orbiting at nineteen miles a second, so it's reckoned,
A sun that is the source of all our power.

The sun and you and me and all the stars that we can see
Are moving at a million miles a day
In an outer spiral arm, at forty thousand miles an hour,
Of the galaxy we call the 'Milky Way'.

Our galaxy itself contains a hundred billion stars.
It's a hundred thousand light years side to side.
It bulges in the middle, sixteen thousand light years thick,
But out by us, it's just three thousand light years wide.

We're thirty thousand light years from galactic central point.
We go 'round every two hundred million years,
And our galaxy is only one of millions of billions
In this amazing and expanding universe.

The universe itself keeps on expanding and expanding
In all of the directions it can whizz
As fast as it can go, at the speed of light, you know,
Twelve million miles a minute, and that's the fastest speed there is.

So remember, when you're feeling very small and insecure,
How amazingly unlikely is your birth,
And pray that there's intelligent life somewhere up in space,
'Cause there's bugger all down here on Earth.

"the Galaxy"? I wasn't aware there was only one galaxy to justify the use of the definitive article. Furthermore, I'm not aware of any galaxy that is expanding. Which one did you have in mind? (or was that the problem?!)

Now look here, starting with a ridiculous premise quickly gets you to whatever conclusion you want.

This it what I call a static set of dimensions, that acts as our reference of expansion. Science is not ready to accept any thing static in the universe.
As per my study, there is set of 7 dimensions, the 7th dimension is the one that comprises each and everything within it like water of ocean surrounds every thing within the ocean.
Holy Quran, chapter no. 2 verse no.255 (aayat al kursi) is pointing out to this concept. (wasi'a Kursiyyu hus-samawaati wal ardh), Allah's Kursi (the static element of this uiverse) is wast enough to comprise heavens and the earth in it. ( Allah knows Better)

in ratio just a bit larger - but so are our rulers - relevantly one in the same . tells us something that mass is not what we think it is - a baseballl is not always a basebal or a baseball today is not a baseball of yesterday or tomorrow. But all these baseballs are made of strings -that are always the same size

the universe is not expanding, just the visible material in it is moving away from all other material.
