I’m not a developer I just want to make my work easy, I downloaded CASL and Protara, but after doing the “Hello World” I can’t go forward because I don’t understand the syntaxes, so I was wondering if there is an easiest to learn RAD or a site on the web where I can get an easy to understand explanation of the syntaxes

Programming for pocket pc it is easy if the user know a language type xml
It is not I have to admit that seem very difficult.
The only that I can suggest it is to establish very clearly what you want to do and use a specific tool for this.
Generally a good program for doing this (with support example, documentation) is Adobe Flash.
