Have the tile taken up this summer and have heat weave from Watts installed under the tile. Call a heating contractor not a plumber to do this you can run the weave on a timer so the floor is nice and warm when you get and when you come home

I wear house shoes, you could buy a long narrow throw rug that would cover quite a bit of it, or scatter rugs around the kitchen to help out

Find the draft and stop it. Start by taking a caulking gun and going around the base board and toe strip. Make sure all of your thresholds meet the bottom of the door and that the doors have weatherstrip around them. Make sure they aren't any holes in the walls from odd pipes or old electrical circuits that are letting a draft in. Remember cold air settles.

Ceramic tile is great, NOT! It's cold and hard. Only 2 solutions are slippers or heat the crawl-space underneath.

Wear some socks or slippers and perhaps put some small throw rugs down particularly where you walk or stand the most.

All of mine is tile on cement. I have to wear shoes, slippers, or a couple of pairs of socks. I'm most warm in my shoes.
