Good question. Here are the average temperatures for Manila for each month of the year. While jan and Feb are a little cooler, it may be that the humidity is a bit lower in the winter months.

Filipinos have no idea what cold really is. Try living in Central Canada where it can drop below -40'C. Then ask why it's so cold.

I think that is your version of winter.. I know the philippines is a tropical country, so you never get snow there, so consider yourself lucky!!
