A healthy male is almost always ready to breed as is a healthy female betta for that matter.

Go ahead and get your female as soon as you can and start getting them both ready. The only real "trick" is for both of them to be kept in good clean tanks with plenty of quality food and at a fairly warm temperature. Once the female is plump with eggs she is ready, the male might start blowing a bubble nest or might not, but if you move the female where he can see her but not get to her, he will most likely blow his nest.

It would be best for you to have a breeding tank sset up for them. A 10 gallon with a sponge filter, hood and heater would be great. No gravel in the tank is best for this too. Put the male in for several days before allowing him to see the female so he can get used to the tank a bit. Once he starts to blow a nest, drop the water level to about 5" and add her in. Watch them closely as they will most likely breed within a few hours. You need to remove the female when they are finished and he is chasing her all around the tank. The eggs will hatch in about 2 days, so be ready to feed them a few days after that when the babies start to swim. Thats a good time to take him out of the breeding tank too.

Those are the very, very basics. I would suggest you do a web search on breeding betta splendens and you will find a whole host of sites with great information for you.

Best of luck, you have picked a great fish to breed!

before you breed please think hard about it. it's complicated and expensive and time consuming. both male and female bettas can die because breeding is very violent.

you'll need food for the fry, which is hard to find and you'll most likely have to raise yourself (something small like a microworm culture, which needs to be started 3 week before breeding). you'll need hundreds of jars for the possible males that survive long enough to begin fighting with their siblings.

breeding is not something to just jump into.
